ABSTRACT

This case is about managing pollution in Delhi. In the year 2014, Delhi was found to be the most polluted city in the world by the World Health Organization (WHO). Delhi government was criticized by country’s judiciary and activist groups over the steps taken to control pollution. A number of steps were taken by the Delhi Government to control pollution in the state. One of the drastic step taken by the government was to ban personal cars and two wheelers with even and odd registration numbers on alternate days from January 1, 2016. While some analysts appreciated the steps taken by the government, others opined that a more coordinated approach was needed to control pollution in Delhi.

Introduction

Delhi experienced rapid growth in the recent past due to the mass migration of people into the city. One of the reasons for the large-scale migrations into Delhi when compared to other Indian cities was the lack of good cities in northern India. The growth in population and the resulting rise in economic activity resulted in a significant increase in environmental pollution. A study conducted by the World Health Organization (WHO) in 2014, found that Delhi was the most polluted city in the world with a PM 2.5 of 153 micrograms per cubic meter. A PM 2.5 of more than 35.5 micrograms per cubic meter was considered to be harmful to the health of human beings. The same study also pointed out that 13 of the 20 most polluted cities in the world were in India..
